Construction Engineering Technician - Analyst

Under the direct supervision of the Senior Civil Engineer, the Construction Engineering Technician - Analyst will supervise construction works, ensure quality assurance, and monitor and control progress in the assigned geographic area. The role involves providing technical advice, managing contractors, and ensuring compliance with health and safety procedures on site.

Responsibilities

• Provide technical advice to the Senior Civil Engineer on engineering matters related to works, identifying and reporting potential risks or issues and proposing improvements.
• Conduct needs assessments for hydraulic infrastructure works and provide comprehensive evaluation reports.
• Contribute to the development, implementation, monitoring, and updating of project plans and strategies to ensure execution according to scope, budget, and schedule.
• Regularly report to the Senior Civil Engineer and contribute to periodic and final reports for donors and key stakeholders on project progress.
• Manage contractors and contract execution to ensure timely completion, budget compliance, and adherence to technical documentation.
• Draft, verify, and update Terms of Reference, work descriptions, and all technical/design documents in compliance with national legal frameworks and UNOPS standards.
• Ensure site documentation is maintained according to applicable planning and construction legislation (site logs, measurement books, approvals, meeting minutes, tests).
• Maintain cooperation with contractors, designers, and local authorities.
• Ensure activity reports comply with applicable planning and construction legislation.
• Guarantee compliance with health and safety procedures on site and immediately report any irregularities to the supervisor.
• Perform any other tasks assigned by the Senior Civil Engineer within agreed deadlines.
• Supervise the quality of construction materials.
• Verify and contribute to the development of technical specifications for products, equipment, services, and associated materials.
• Ensure contractors submit work methodology before commencement and perform quality control of submitted documents.
• During the Defect Notification Period (PND), intervene as necessary and coordinate with contractors to ensure issues covered are corrected within required timelines.
• Conduct needs assessments for works to be performed and provide comprehensive evaluation reports.
• Review and contribute to contractor plans related to Quality, Health and Safety, Social and Environmental aspects, ensuring compliance.
• Ensure on-site works comply with all health and safety, social environment requirements, standards, and best national and international practices.
• Organize on-site coordination meetings with contractors, technical supervisors, and other stakeholders as needed and prepare meeting minutes related to works.
• Provide site visit reports on project-related activities, specifying work progress and any encountered issues.
• Contribute to the development, implementation, monitoring, and updating of project plans and strategies to ensure realization according to scope, budget, and deadlines.
• Provide UNOPS with illustrated reports (photos before, during, after) including lessons learned.

Requirements

• Diplôme de fin d'études secondaires (BAC) avec 6 années d’expérience pertinente est exigé.
• Diplôme de Technicien Supérieur en génie civil ou autre discipline similaire avec 4 années d’expérience professionnelle.
• Un Bac +3 (Bachelor) avec deux (02) ans d’expérience pertinente.
• Un diplôme d’Ingénieur en génie civil ou hydraulique (BAC+5).
• Avoir au moins 2 ans d’expérience dans le domaine des infrastructures de génie civil ou hydrauliques.
• Avoir une connaissance dans la planification et la gestion des tâches.
• Avoir la capacité de suivre des travaux sur terrain, d'identifier et de régler les écarts ; d’identifier et de résoudre les problèmes.
• French: Fluent (Required).
• Malagasy: Fluent (Required).
• English: Basic (Desirable).
