Security Manager

The Security Manager advises the Representative and Country Office management on security duties and responsibilities, manages all security activities in support of the country, and contributes to the UNICEF mandate and security strategy through effective security risk management. The role involves coordination with UN Security Management System members and partners, development of security assessments, procedures, and guidelines, and capacity building.

Responsibilities

• Advise the Representative and Country Office management on their security duties and responsibilities in accordance with the UN and UNICEF Security Framework of Accountability.
• Contribute to the UNICEF mandate and security strategy through effective implementation of a strong security risk management process.
• Manage all security activities in support of the country on behalf of the Representative.
• Implement and manage security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security and UN Agencies, Funds, Programmes and Organizations (AFPO) as well as INGO partners in line with the Saving Lives Together policy.
• Contribute to the development of assessments, procedures and guidelines including Security Risk Management (SRMs), Country Security Risk Management Measures (SRM-M) and the relevant Security Plan(s).
• Participate as a member of the UN Security Cell.
• Support innovation, knowledge management and capacity building in security management.

Requirements

• An advanced university degree is required.
• A minimum of eight years of professional experience in security risk management and/or security analysis is required.
• Demonstrated international security management experience in emergency and/or conflict contexts and understanding of the United Nations Security Management System are required.
• Fluency in English is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is desirable.
• Experience with interagency security coordination is desirable.
• Experience partnering with international NGOs is desirable.
• Experience in humanitarian access strategies is desirable.
• Familiarity with saving lives together policy is desirable.
• Experience with residential security measures is desirable.
• Experience managing security communications systems is desirable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable.
