The Public Partnership Officer supports collaboration with key U.S. Government stakeholders, resource mobilization, policy influence, and documentation of programming outputs within UNICEF's Public Partnerships and Resource Mobilization Division. The role involves supporting senior staff operations and administrative services, focusing on infectious disease outbreak response and public health emergency programming.

Responsibilities

  • Contribute to the implementation of the work plan for assigned areas, ensuring timely and cost-effective delivery of results in accordance with UNICEF’s partnership strategy and US Government agreement requirements.
  • Build and maintain UNICEF’s partnerships by supporting the development and implementation of standards and guidance for partnerships; formulation of work plans and strategies.
  • Support the development of frameworks and templates and review partner agreements and amendments for senior staff approval, ensuring compliance with UNICEF rules and regulations.
  • Maintain up-to-date information on partner and income trends, analyze development assistance policies, and keep resource partner profiles updated.
  • Coordinate with UNICEF’s Health Emergency Preparedness, Response, and Resilience (HEPR) team on emerging Infectious Disease Outbreak response priorities and other US-funded programming to ensure donor requirements are met.
  • Help supervisor maintain effective relationships with relevant partners to keep them informed on strategic operational UNICEF issues.
  • Attend meetings, take notes, share information, and support joint information programs to increase UNICEF’s profile and protect its interests.
  • Support efforts to demonstrate the impact of UNICEF’s programs and contribute ideas for new and existing synergies to support effective program delivery.
  • Collate and share relevant discussion and feedback on program activities and priority issues to inform future activities.
  • Gather inputs from UNICEF to contribute to inter-governmental/inter-agency work, ensuring UNICEF positions are properly explained and considered in decision making.
  • Maintain awareness of current activities and political/social events of the US Government, UN, and other multilateral bodies/governments to inform UNICEF staff for decision-making.
  • Conduct research on prospective new partners and provide analysis of their work, outreach, financial base, and reputation.
  • Coordinate and support UNICEF management’s engagement activities, including preparation of briefing materials, talking points, and correspondence for meetings with US Government colleagues and other stakeholders.
  • Provide specific administrative support services to PG-HEPR Associate Director, including organizing official travel, preparing briefing materials, supporting coordination of responses to inquiries, and meeting support for engagements with US or DC-based partners.

Requirements

  • A first level university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of two years of professional experience in one or more of the following areas is required: public affairs, program management, resource mobilization, external relations, or other relevant area.
  • Proficiency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is desirable.
  • Experience with US government partnerships, donor compliance and reporting, global health emergency programming, infectious disease outbreak response, interagency coordination, multilateral funding mechanisms, executive briefing, engaging Washington DC stakeholders as well as proficiency in French or Spanish are considered an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
