Supply Chain Design Specialist

The consultancy aims to conduct a comprehensive review of the SCM Service Desk pilot in Dakar to evaluate its operational performance, governance, and feasibility for expansion or alternative solutions. The consultant will analyze efficiency, impact, governance, and stakeholder feedback to inform strategic decisions for UNFPA's supply chain management model.

Responsibilities

• Evaluate the operational performance and impact of the WCA Regional SCM Desk against its original objectives.
• Assess the effectiveness of current structure, reporting lines and administrative arrangements between SCMU and the Regional Office.
• Identify best practices and systemic bottlenecks encountered during the pilot phase.
• Assess the feasibility of scaling the model to other regions and develop a strategic roadmap for expansion or recommend against expansion.
• Analyze the efficiency/effectiveness of the Desk in handling procurement, supply planning coordination, last-mile assurance support, logistics coordination, advisory services, and procurement services.
• Review the impact of the Desk on domestic resource mobilisation and partner engagement.
• Evaluate integration of the Desk to the Regional Office and interaction with other teams.
• Evaluate incorporation or integration with digital transformation tools like the UNFPA Control Tower.
• Evaluate client engagement strategies and their impact on client satisfaction and responsiveness.
• Review staff morale and experience of the regional pilot.
• Review current reporting arrangements and compare with other regional structures.
• Evaluate the dotted line reporting relationship and its effects on decision-making and performance management.
• Assess administrative and ICT integration within the Regional Office Business Unit.
• Conduct online stakeholder interviews with SCMU leadership, regional management, country offices, and suppliers.
• Synthesize findings into a Lessons Learnt report addressing successes and challenges.
• Draft a Global SCM Service Desk Blueprint including recommended staffing structures, SOPs, and resource requirements if expansion is supported.

Requirements

• Advanced university degree in Supply Chain Management, Business Administration, International Relations, and related areas is required.
• A minimum of 7 years of experience in international supply chain management is required.
• Previous experience within the UN system or international NGOs, as well as field experience, is considered a strong asset.
• Proven track record in evaluating decentralised operational models and organisational design.
• Deep understanding of procurement, logistics, and last-mile assurance in fragile and humanitarian contexts.
• Ability to synthesise complex data from digital platforms (e.g., Control Tower) into strategic recommendations.
• Fluency in English is required.
• Proficiency in French is highly desirable.
