Programme Analyst, Gender

The Programme Analyst, Gender (NOA) at UNFPA Cuba manages, coordinates, and technically implements the project supporting the national response to gender-based violence in Cuba. The role involves capacity-building, strategic partnerships, monitoring, reporting, and advocacy to ensure a comprehensive, survivor-centered response to gender-based violence.

Responsibilities

• Plan, coordinate, and technically monitor project activities across 40 selected pilot municipalities in 15 provinces
• Design, supervise, and evaluate communication, awareness-raising, and advocacy strategies to transform gender stereotypes and discriminatory patriarchal practices
• Facilitate creation, equipment, and strengthening of integrated response services for survivors of gender-based violence
• Provide high-level technical advice and strengthen capacities of the Federation of Cuban Women and other key sectors
• Coordinate with local gender and GBV specialists and consultants to develop tools, training programs, and protocols
• Ensure operational planning and activity implementation under Results-Based Management with gender equality and human rights perspective
• Prepare high-quality technical annual and final results-based narrative reports for Global Affairs Canada
• Systematize lessons learned to feed into national strategies and programs on gender-based violence and women's advancement
• Coordinate advocacy/gender component project activities and ensure timely implementation
• Foster effective working relationships with NGOs focused on women’s health and gender issues
• Plan project activities including budget and logistics
• Coordinate meetings, workshops, training, and prepare documentation
• Assist UNFPA and partners in organizing meetings and briefing sessions
• Act as focal point for development of project documents and concept papers for external funding
• Assist Head of Office on gender projects
• Represent UNFPA Cuba in the Gender Interagency Group
• Establish relationships with Gender related Parliamentary Committees and private sector representatives
• Participate in advocacy task groups and provide input into advocacy activities
• Carry out other tasks as appropriate and required

Requirements

• Master’s degree in Social Sciences, Law, Public Policy, Public Administration, or other related fields relevant to the UNFPA mandate with emphasis on Gender and Gender Based Violence
• Progressively relevant experience in project coordination and/or research on areas related to Gender and Gender Based Violence
• Background in planning and reporting work experience at the UN System will be considered an advantage
• Excellent writing and oral communication skills
• Excellent interpersonal and negotiation skills
• Advanced computer skills are necessary
• Fluency in Spanish is required
• English working knowledge is required
