The consultant will support UNESCO and the National Council for Literacy and Adult Education (NCLAE) in developing a comprehensive Accelerated Learning Programme (ALP) Reform Roadmap. This roadmap will guide curriculum development, policy reform, institutional strengthening, and implementation of Sudan's ALP to enhance inclusive and flexible learning opportunities.

Responsibilities

  • Review workshop documentation including objectives, agenda, presentations, working group outputs, workshop minutes, and background documents.
  • Analyze key findings and recommendations from the workshop.
  • Conduct an inception meeting with UNESCO and NCLAE to review outcomes, clarify expectations, and agree on methodology and format of the ALP Reform Roadmap.
  • Compile and synthesize outputs from all thematic working groups into a coherent technical framework.
  • Develop structured outlines for priority reform areas such as curriculum review, programme structure, learning outcomes, teacher standards, flexible delivery models, life skills, governance, and monitoring systems.
  • Prepare the ALP Reform Roadmap including strategic reform objectives, priority areas, key actions, and institutional responsibilities.
  • Facilitate four technical validation meetings with NCLAE and revise the Roadmap based on feedback.
  • Produce a final, publication-ready ALP Reform Roadmap incorporating all agreed revisions.

Requirements

  • Advanced university degree (Master's degree or equivalent) in Education, Curriculum Studies, Education Planning, Educational Policy, Adult Education, Teacher Education, Educational Management, or another relevant field.
  • Minimum of 10 years of progressively responsible professional experience in the education sector.
  • Demonstrated experience in the design, review, or reform of education policies, curricula, or national education programmes.
  • Proven experience in Accelerated Learning Programmes (ALP), Non-Formal Education (NFE), literacy, alternative education, or education in emergencies is highly desirable.
  • Experience facilitating national technical workshops, consultations, and multi-stakeholder policy dialogue.
  • Demonstrated experience in preparing strategic documents, policy papers, roadmaps, or implementation frameworks for government or development partners.
  • Experience working with Ministries of Education, curriculum institutions, or national education authorities.
  • Excellent written and spoken Arabic.
  • Good command of English.
