PPG Consultant for the development of CEO endorsement request package for Cuba and Paraguay CBIT II projects

The consultant will develop the full CEO endorsement request package for the Cuba and Paraguay CBIT II projects under UNEP's Climate Change Division. The role involves preparing substantive project elements, coordinating stakeholder engagement, and ensuring alignment with GEF and UNEP guidelines for climate change mitigation projects in Latin America and the Caribbean.

Responsibilities

• Lead the preparation of the CEO endorsement document and its attachments.
• Coordinate the development and implementation of the Stakeholder Engagement Plan.
• Design all substantive elements of the CEO endorsement document and its annexes, including the log-frame, budget, indicators, baseline scenario, alternative scenario, stakeholders, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change (ToC), and monitoring and evaluation.
• Prepare an outline of the strategy and methodology to develop the CEO Endorsement Document package, including a provisional timetable.
• Ensure that the latest templates from GEF and UNEP are used in the preparation of the CEO endorsement document and associated annexes.
• Ensure that the substantive elements are aligned with national strategy and planning documents through consultation of national experts.
• Support the national consultant in organizing and undertaking the stakeholder consultation workshop and participate in-person or online as agreed.
• Prepare mission and stakeholder consultation workshop reports summarizing findings, recommendations, decisions, and participants' list.
• Undertake a gender analysis, ensure project deliverables are gender sensitive and prepare a gender action plan.
• Prepare a presentation for internal discussion to UNEP management with project skeleton, outcome indicators, problem tree, theory of change, and institutional arrangements.
• Prepare a first draft of the CEO Endorsement Package including relevant annexes.
• Support the national consultant in bilateral meetings with key stakeholders online.
• Support the national consultant in organizing and undertaking the stakeholder validation workshop online.
• Prepare a final and complete version of the CEO Endorsement Document and annexes for UNEP internal review and submission to GEF Secretariat.
• Prepare the submission package of the CEO endorsement document and annexes to UNEP Project Review Committee and draft responses to reviews.
• Prepare the submission package of the CEO endorsement document and annexes to the GEF secretariat and draft responses to reviews.
• Inform UNEP on the status of work and highlight risks related to quality of information and project schedule fulfillment.

Requirements

• Advanced university degree in environmental sciences, climate change, economics, development, engineering, finance and administration, international cooperation or a related discipline is required.
• A first level degree with additional two (2) years of qualifying experience in climate change, environment or development, may be accepted in lieu of an advanced university degree.
• Minimum of 5 years of experience in developing, assessing, evaluating or managing projects in the field of climate change, renewable energy, environment or development, is required.
• Within the 5 years, a minimum of three (3) years of experience working in the field of Climate Change in Latin America and the Caribbean is required.
• Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required.
• Experience in working for multilateral or bilateral funding entities in the field of climate change, renewable energy environment or development is desirable.
• Experience working with GEF or UNEP projects is desirable.
• Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.
• Fluency in oral and written Spanish and English is required.
