National Consultant on Gender-Responsive Municipal Energy and Climate Planning

The National Consultant will provide technical leadership for the design, preparation and delivery of municipal engagement activities to support women's meaningful participation in municipal energy and climate planning and decision-making in Bosnia and Herzegovina. The role involves contributing technical expertise to gender-responsive energy poverty dialogues, capacity development workshops, and leading municipal engagement sessions under the Green Transition Portfolio.

Responsibilities

• Lead the design, preparation and delivery of municipal engagement activities to support women's participation in municipal energy and climate planning.
• Contribute technical expertise to Gender and Energy Poverty Dialogues and co-facilitate these events.
• Identify opportunities, barriers and entry points for municipal engagement from stakeholder dialogues.
• Contribute to the design and delivery of gender-responsive capacity development workshops for women.
• Develop municipal engagement methodology, criteria for municipality selection, practical tools, session plans and facilitation guidance.
• Lead and facilitate municipal engagement sessions in selected municipalities.
• Support structured articulation and discussion of women's priorities and recommendations relevant to municipal energy and climate planning.
• Prepare summary reports documenting key issues, stakeholder perspectives and implications for inclusive municipal planning.
• Collaborate with other national consultants and UN Women personnel to ensure coherence and integration across activities.

Requirements

• Master's degree in a relevant field such as energy policy, climate planning, gender studies, social sciences, or related disciplines.
• At least 7 years of professional experience in municipal energy and climate planning, gender-responsive policy development, or related fields.
• Experience working on gender equality and social inclusion in energy poverty or climate resilience contexts.
• Proven ability to design and facilitate participatory workshops and stakeholder engagement processes.
• Experience in developing technical materials, tools, and methodologies for municipal or local government planning.
• Strong coordination and collaboration skills to work with interdisciplinary teams and multiple stakeholders.
• Excellent communication skills in English and Bosnian/Croatian/Serbian languages.
• Ability to produce high-quality technical reports and summaries.
• Experience with capacity development and training delivery is desirable.
• Familiarity with the context of Bosnia and Herzegovina and local governance structures is an asset.
