See your match score & applyThe National Consultant will provide technical support for the development of a draft National Action Plan for the implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence in Armenia. The role involves desk review, stakeholder consultations, drafting the Action Plan, and supporting institutional coordination and monitoring frameworks.
Responsibilities
- Conduct a focused review and analysis of relevant national legislation, policies, strategies, action plans, institutional frameworks, and existing materials concerning the prevention and combating of violence against women and domestic violence, aligned with the Council of Europe Convention requirements.
- Support and facilitate consultations with relevant stakeholders including government institutions, civil society organisations, women’s rights organisations, and specialist service providers to identify priorities, gaps, institutional responsibilities, and proposed actions.
- Develop a comprehensive draft Action Plan for implementation of the Council of Europe Convention including objectives, priority areas, activities, responsible institutions, timelines, indicators, and monitoring arrangements.
- Support identification and clarification of institutional roles and responsibilities for ratification and implementation of the Convention, including assessment and recommendations for coordination mechanisms.
- Develop a practical monitoring and reporting framework for the roadmap with measurable indicators, expected results, responsible institutions, timelines, and means of verification.
- Present the draft Action Plan to UN Women and stakeholders and facilitate validation to collect comments and recommendations.
- Revise and finalize the Action Plan based on feedback and submit the final document with a summary report.
Requirements
- Advanced University degree (at least Masters) in gender studies, human rights, law, social sciences, public policy, international development, or another relevant field.
- A first-level university degree in combination with 7 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 5 years with Master’s degree or minimum 7 years with Bachelor’s degree of relevant professional experience in the field of gender equality and women’s rights.
- At least 5 years with Master’s degree or minimum 7 years with Bachelor’s degree of working experience providing gender mainstreaming to various stakeholders.
- Demonstrated knowledge and understanding of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence and international and regional standards related to preventing and combating violence against women and domestic violence.
- Familiarity with the Armenian context, including Armenia’s existing legal and policy framework related to the Convention.
- Proven experience in developing or contributing to national strategies, action plans, policies, legal or policy analyses, preferably in the field of gender equality and violence against women.
- Strong knowledge of the national legal, policy and institutional context related to gender equality and violence against women in Armenia.
- Demonstrated experience working and consulting with government institutions, civil society organizations, women’s rights organizations and other relevant stakeholders.
- Previous experience working with UN agencies or other international organizations would be an asset.
- Excellent analytical, drafting, facilitation and communication skills.
- Demonstrated knowledge of international gender equality and human rights standards.
- Fluency in Armenian and English is required.
