Partnerships Officer, NOC

The Partnerships Officer provides advice and support to the Resident Coordinator and the UN Country Team (UNCT) on strategic partnerships for Sustainable Development Goal (SDG) achievement. The role involves supporting strategic planning, resource mobilization, knowledge management, and capacity development related to partnerships at the country level in Ramallah, Palestine.

Responsibilities

• Provides substantive support for strategic planning for and coordination of UN Country Team (UNCT) strategic partnerships for SDG achievement.
• Supports joint UNCT strategic partnership for SDG achievement and resource mobilization for the UN Sustainable Development Cooperation Framework, Transitional Framework and Recovery Framework, including supporting pooled funds.
• Works closely with the Resident Coordinator Office economist and other UN Country Team finance experts to promote partnerships initiatives in support of financing for accelerating the achievement of the Sustainable Development Goals (SDGs).
• Supports knowledge management and capacity development relating to partnerships and resource mobilization and management at the country level.
• Supports the DSC/RC/HC in the governance and operationalization of the inter-agency pooled fund (Horizon Fund), including donor engagement, resource mobilization and coordination on Gaza early recovery financing with national counterparts.
• Assists with the provision of substantive support for strategic planning for and coordination of UNCT strategic partnerships with civil society, the private sector and others for SDG achievement.
• Participates in joint partnership and resource mobilization initiatives and supports management of pooled fund for the UN Sustainable Development Cooperation Framework and recovery efforts.
• Works closely with the Resident Coordinator Office economist, Multi-Partner Trust Fund Secretariat and other UN Country Team finance experts to promote partnerships to support financing for accelerating the achievement of the Sustainable Development Goals (SDGs) and recovery objectives.
• Contributes to knowledge management and capacity development relating to partnerships and resource mobilization and management at the country level.
• Performs other related tasks as assigned.

Requirements

• Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area is required.
• A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
• A minimum of five years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of complex development cooperation and political or related area is required.
• Experience of developing strategic partnerships across government, private sector and civil society organizations is required.
• Experience in designing and implementing partnerships is required.
• Experience of resources mobilization strategies is required.
• Experience in navigating Palestine’s institutional environment, national and subnational governance structures, development and recovery priorities and development cooperation landscape is required.
• Experience in preparing project /programme proposals is required.
• Experience in coordinating and working with multi-partner trust funds like MPTF or SDG fund is required.
• Experience of applied partnerships in one or more of the following areas – Food systems, Digital transformation, Jobs and social protection, energy, climate action and of Public-Private partnerships is desirable.
• Experience in promoting knowledge management in the complex political and development cooperation context is desirable.
• Work experience of two (2) years or more in data analytics or a related area is desirable.
