The Chief of Unit in the Office of Information and Communications Technology leads and manages the unit responsible for enterprise software solutions, overseeing complex systems projects and providing strategic guidance. The role involves managing software engineering teams, coordinating projects, and ensuring the delivery of IT services to support UN operations and missions.

Responsibilities

  • Plans and oversees the management of activities undertaken by the Unit; ensures that work and activities are carried out in a timely fashion, coordinating diverse projects in the Unit and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
  • Provides guidance to the Chief, ESS, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional policies and procedures.
  • Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
  • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
  • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
  • Provides professional leadership and work direction to the unit, mentor and supervises the work of new/junior officers, contract staff, etc.
  • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
  • Facilitates communications between OICT/ESS and its major clients for good client relations.
  • Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS, for either specific IT services or general technology support, including any charge back mechanisms.
  • Participates in planning and preparation of the budget, work program and spending plan.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other related duties as assigned.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
  • A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of enterprise software solutions is required.
  • A minimum of seven years of experience supporting software needs of UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required.
  • A minimum of seven years of experience managing a software engineering team (including responsibility for building and scaling the team) responsible for designing, developing, and delivering software solutions like Knowledge Management solutions and Case Management solutions supporting audit, investigation, and oversight functions, using SharePoint and SharePoint Online, is required.
  • A minimum of five years of experience designing, developing, and delivering Data Integration platform for UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required.
  • A minimum of five years of experience leading the design, implementation, and support of SPO-SAP integration in a complex field-based international organization is required.
  • A minimum of five years of experience supporting enterprise governance and strategic decision-making covering architecture, security, compliance for Office/Microsoft 365 and Microsoft Power Platform on a large tenant (>100k users) is required.
  • One year of experience leading the design, implementation and deployment of enterprise Artificial Intelligence solutions leveraging organizational knowledge repositories, enterprise content management systems, and operational data to enhance decision-making, knowledge discovery, and user productivity is desirable.
  • Two years or more of experience in data analytics or related area is desirable.
  • English is required at UN Level II for reading, writing, listening and speaking.
  • French is desirable at UN Level I for reading, writing, listening and speaking.
