The Finance and Budget Assistant supports budget preparation, expenditure monitoring, payment claims, and financial data management under the supervision of the Administrative Officer at the UN Technology Bank for the Least Developed Countries in Gebze, Türkiye. The role involves budget analysis, payment processing, and ensuring compliance with UN financial policies and procedures.

Responsibilities

  • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
  • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to higher level Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  • Reviews requisitions created by other units for goods and services to ensure correct objects of expenditure have been charged and availability of funds.
  • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Monitors integrity of various financial databases.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
  • Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.
  • Prepares payment requests and submits to the UNOG Payables Team.
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Maintain and keep up-to-date files.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Performs other related duties, as assigned.

Requirements

  • High school diploma or equivalent is required.
  • At least seven (7) years of experience in finance, budget, accounting, administrative services or related area is required.
  • The minimum year of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.
  • Experience in the operating procedures of the United Nations or a similar international organization, including financial and procurement rules, is desirable.
  • Experience as a user of an Enterprise Resource Planning system (ERP), or similar system, is desirable.
  • Experience in managing extra budgetary resources is desirable.
  • Experience in preparation of documents/reports related to work programme and programme budget is desirable.
  • At least one (1) year or more of experience in data analytics or related areas is desirable.
  • English language proficiency at UN Level III in reading, writing, listening and speaking is required.
