Associate Human Rights Officer (Protection of Civilians Specialist), (TJO), NOB

The Associate Human Rights Officer supports the implementation of activities related to the promotion and protection of human rights in the occupied Palestinian territory. The role involves substantive support to protection coordination mechanisms, data collection and analysis, policy formulation, and partnership building to enhance protection responses and community-based child protection mechanisms.

Responsibilities

• Provide substantive support to Protection Working Groups, contributing to human rights mainstreaming in protection coordination mechanisms, including through analysis, advisory inputs and coordination with humanitarian and mission partners.
• Undertake timely and effective information-sharing with UN entities and partners to enhance protection response planning, including integrating analytical findings into mission databases, situational awareness platforms and reporting mechanisms.
• Participate in joint protection assessments, applying trauma-informed, gender- and child-sensitive approaches, and undertake data collection, documentation, verification and analysis in line with established protection methodologies.
• Contribute to the formulation, implementation and review of mission and UN system-wide protection of civilians policies, guidance and programmes by providing analytical, coordination and drafting support.
• Assist in preparing timely conflict-related sexual violence analytical inputs and reports, and support liaison with donors, UN entities and regional organisations to promote coordinated and coherent responses.
• Support strengthening of community-based child protection mechanisms in collaboration with local partners by contributing to outreach, coordination, information-gathering, follow-up and context-specific analysis.
• Contribute to identifying, documenting and disseminating best practices and lessons learned on victim-centred, gender- and age-sensitive protection policies and programmes.
• Support partnership-building and the development of new partnerships through outreach, follow-up and background research in coordination with senior staff.
• Prepare and update training materials through research and drafting inputs in collaboration and consultation with relevant UN Agencies and other partners.

Requirements

• Advanced university degree (Master’s degree or equivalent) in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 2 years of experience in human rights or related areas is required.
• Relevant experience may include, but is not limited to political affairs, public affairs, international relations, law, social sciences, economics, development, humanitarian affairs, or other related areas.
• Skills in designing, delivering, and evaluating capacity-building and training programmes is required.
• A minimum of 3 years of demonstrated knowledge of child protection and related frameworks is required.
• Knowledge of protection of civilians and related frameworks is required.
• A minimum of 3 years of demonstrated knowledge of development or humanitarian frameworks and processes is required.
• Skills in incorporating a survivor-centred approach and survivor-led design into programmes and projects is desirable.
• A minimum of 3 years of demonstrated knowledge of Sexual and Gender-Based Violence (SGBV) and related frameworks is desirable.
• Knowledge of the application of human rights in humanitarian contexts is desirable.
• English and Arabic are required at UN Level III proficiency in reading, writing, listening, and speaking.
