Shelter, Sites and Settlements Programme Development Manager Venezuela

The Shelter, Sites and Settlements Programme Development Manager will design, develop and implement shelter, sites, and settlements programs in the intervention area. The role includes ensuring technical integration of the earthquake response in La Guaira, coordinating with clusters and working groups, and supervising site management teams to ensure quality implementation.

Responsibilities

• Develop shelter, sites and settlements strategy, technical standard operating procedures, guidelines and MLFs.
• Ensure compliance with NRC shelter policies, tools, manuals and guidelines.
• Develop and manage funding proposals, project budgets and donor reports.
• Represent the shelter program of Area 9 in internal and external coordination spaces (clusters, technical tables, meetings with partners and authorities) as delegated.
• Ensure technical representation in the shelter, land and settlements coordination cluster and sector working groups, guaranteeing operational coordination between national level and Area 9 sites.
• Supervise the Site Management team and ensure quality implementation of activities, including capacity building of staff.

Requirements

• Minimum 3 years of experience in a senior role implementing projects in humanitarian or recovery contexts.
• Experience working in complex and unstable contexts.
• Technical experience in shelter, sites, and settlements including site management, community participation, service coordination, and site governance.
• Demonstrated results related to the responsibilities of the position.
• Knowledge and skills in market analysis, cash-based interventions, and market-based programs are desirable.
• Self-assessment of own skills and leadership profile.
• Fluency in English, both written and spoken.
• Valid driving license.
• Previous experience in emergency response, preferably earthquake or sudden onset disasters.
• University degree in architecture, civil engineering, development, project management or relevant discipline (e.g., social sciences, humanitarian studies).
• Proficiency with office tools (Office 365, Teams) and NRC project management systems.
• Knowledge of the humanitarian, political and social context of Venezuela and coordination architecture (clusters, HRP, authorities).
• Practical knowledge of coordination structures and humanitarian architecture, and the shelter, land and settlements cluster and its working groups.
• Experience coordinating with local authorities, UN agencies and partner NGOs.
• Availability to travel frequently within the response area.
• Proven experience supervising and technically supporting teams in emergency contexts, including shelter and site management teams.
