Senior Adviser on the Investigations of International Crimes EUAM Kyiv NORDEM

The Senior Adviser will operationalise the EUAM Mission mandate by advising and mentoring Ukrainian law enforcement agencies on investigations of international crimes, including war crimes, crimes against humanity, genocide, and the crime of aggression. The role involves providing strategic advice, designing and delivering training, and developing policies to enhance the performance and sustainability of local counterparts in international crimes investigations.

Responsibilities

• Operationalise the Mission mandate and tasks by advising and mentoring local counterparts on the strategic and operational level.
• Support the Mission to address areas of structural weaknesses in the performance and accountability of counterparts/institutions, and propose relevant solutions.
• Provide analysis and recommendations to the local counterparts in the area of responsibility.
• Be embedded within the local institutions, security permitting.
• Maintain necessary contacts and build relationships with relevant local counterparts.
• Liaise closely with other advisers.
• Design and deliver training.
• Be a key interlocutor for the National Police of Ukraine, the Special Bureau of Investigations, and the Security Service of Ukraine.
• Develop policies that enhance the performance and sustainability of local counterparts in the area of international crimes investigations.
• Provide support by way of advice, mentoring and training in the investigation of international crimes to Ukrainian law enforcement agencies.
• Design and implement innovative strategies and solutions that enhance the capabilities of Ukrainian law enforcement agencies to conduct effective and human rights-compliant international crimes investigations.
• Identify and report on lessons learned and best practices within the respective area of responsibility.
• Contribute and ensure timely reporting on activities within the respective area of responsibility.
• Take account of gender equality and human rights aspects in the execution of tasks.
• Undertake any other related tasks as requested by the Line Manager(s).

Requirements

• Successful completion of university studies of at least 4 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 7 in the European Qualifications Framework OR a qualification of the second cycle under the framework of qualifications of the European Higher Education Area, e.g. Master's Degree OR equivalent and attested police or/and military education or training or an award of an equivalent rank.
• A minimum of 6 years of relevant professional experience, after having fulfilled the education requirements.
• Knowledge of investigating complex criminal cases (international crimes, organised crime, or other) at the national or international level.
• Ability to mentor and motivate local counterparts.
• Expertise in designing and delivering training.
• Knowledge of strategic, operational, and tactical criminal analysis.
• Experience of investigating international crimes (desirable).
• Experience of International Criminal Law and International Humanitarian Law (desirable).
• Experience in project management (desirable).
• International experience, particularly in crisis areas, with multinational and international organisations (desirable).
• Ukrainian or Russian language skills (desirable).
