The Staff Officer (Site Management) manages and supports infrastructure for NATO's major training exercises and projects at the Joint Warfare Centre (JWC) in Stavanger, Norway. The role includes ensuring site services and infrastructure are fit for purpose, planning improvements, and acting as Health, Environment and Safety Officer (HESO).

Responsibilities

  • Operate as single point of contact and JWC representative in a customer role to Host Nation towards all infrastructure support activities including defect- and change management, cleaning services, servicing and support contracts, routine operations, upgrades and site optimization projects.
  • Coordinate and deliver all aspects in matters of Host Nation Infrastructure Support as defined within the Base Support Concept, The Garrison Support Arrangement and the Local Arrangement.
  • Provide inputs to plans, directives and policy documents as required.
  • Ensure sufficient infrastructure, including equipment, systems, services, roads and buildings to support and sustain JWC outputs.
  • Act as chair of the HN-JWC Site Management coordination committee.
  • Define and develop the long and short term maintenance requirements of the JWC.
  • Coordinate HN maintenance and upgrade activities affecting the JWC site as described in the Local Arrangement.
  • Manage JWC Engineering & Maintenance funds.
  • Manage space and office allocation within the JWC.
  • Act as Health Environment and Safety Officer (HESO) to the JWC staff and chair of the JWC HES committee.
  • Lead and oversee HES policy development and implementation.
  • Ensure enforcement of Norwegian, NATO, and Sending Nations HES regulations at all JWC sites.
  • Provide technical assurance to JWC Budget and Finance Office regarding appropriate use of NATO funds related to all JWC infrastructure support activities.
  • Act as JWC Property Disposal Officer.

Requirements

  • University Degree preferably in the fields of building or civil engineering or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • At least 4 years’ experience project planning, infrastructure, and budget management.
  • At least 4 years’ experience of implementation of Health, Environment and Safety requirements.
  • English – Upper Intermediate/Advanced.
  • Experience in international organization financial operations (desirable).
  • Practical knowledge of multinational organization missions, functions, and operations (desirable).
  • Previous staff experience in a site management role (desirable).
  • Working knowledge of NATO structure and staff procedures (desirable).
  • Knowledge of Norwegian host nation Health and Safety regulations (desirable).
  • Formal training in civil engineering (desirable).
  • Formal Project Management certification (desirable).
  • Formal Risk Management certification (desirable).
  • Working knowledge of NATO resource procedures (desirable).
  • Working knowledge of the management of Health, Environment and Safety procedures (desirable).
  • Norwegian – Intermediate or higher (desirable).
