The Oficial MEAL-2 is responsible for supporting and ensuring the technical and timely implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for assigned projects. The role contributes to providing program teams with reliable, timely, and useful information for decision-making, indicator tracking, donor compliance, community accountability, and programmatic learning.

Responsibilities

  • Implement MEAL plans, indicator tracking and monitoring activities of projects according to logical frameworks, measurement plans, proposals and donor requirements.
  • Design, adapt and manage quantitative and qualitative data collection tools such as digital forms, surveys, service records, attendance lists, interviews and focus groups.
  • Configure, update and supervise forms in data capture platforms like Kobo Toolbox, CommCare or other institutional tools.
  • Ensure inclusion of disaggregated variables — sex, age, disability, geographic location and others — to analyze equity, inclusion, coverage and access barriers.
  • Periodically monitor progress of indicators, targets and activities, identifying deviations, delays, information gaps and risks to program compliance.
  • Consolidate, clean, validate and maintain updated databases ensuring consistency, traceability, completeness, controlled access and data protection.
  • Implement data quality controls, identify duplicates, outliers, inconsistencies and registration errors, and support DQA exercises, audits and donor reviews.
  • Analyze quantitative and qualitative information to identify trends, results, coverage gaps, challenges, unexpected outcomes and improvement opportunities.
  • Prepare dashboards, monitoring matrices, visualizations, periodic reports and MEAL inputs for decision-making, narrative reports, proposals and donor communication.
  • Support evaluations, accountability mechanisms to affected populations and learning processes; train and accompany program teams, enumerators and field staff in tools, protocols, informed consent, confidentiality and evidence use.
  • Perform occupational health and safety duties according to contract and organizational policies, including reporting hazards, proper use and maintenance of personal protective equipment, participation in safety committees and trainings, and compliance with safety standards.

Requirements

  • University degree in Social Sciences, Statistics, Psychology, Economics, Administration, Engineering, Systems, Public Health, International Development or related fields.
  • Minimum two years of professional experience in monitoring, evaluation, information management, research, project tracking or related functions.
  • Experience in humanitarian organizations, development, social research or implementation of social projects. Experience in contexts of human mobility, protection, childhood, education, health, gender-based violence or community development is valued.
  • Experience in the design, application and analysis of quantitative and qualitative data collection tools.
  • Intermediate or advanced proficiency in Microsoft Excel, including pivot tables, formulas, validations, consolidation and database analysis.
  • Experience using data capture platforms such as CommCare, Kobo Toolbox, ODK, SurveyCTO or similar tools.
  • Experience with visualization and analysis tools such as Power BI, Tableau, advanced Excel, SPSS, Stata, R, Python or others is valued.
  • Knowledge of results-based monitoring concepts and processes, logical frameworks, indicators, baselines, evaluation, data quality and information management.
  • Knowledge or experience in Accountability to Affected Populations, community feedback mechanisms, data protection and "do no harm" principles.
  • Ability to analyze information, prepare clear reports and communicate technical findings to non-specialized audiences.
  • Planning, organization, attention to detail, teamwork and deadline compliance skills.
  • Availability to travel to project field sites as operational needs require.
