The Senior Human Resources Associate will provide comprehensive support to Global MHD, RHAPC and other MHD key stakeholders in the effective delivery of human resources services. Responsibilities include coordinating recruitment, onboarding, personnel administration, leave and attendance monitoring, performance management support, staff development activities, HR reporting and documentation, ensuring compliance with IOM policies and procedures.

Responsibilities

  • Participate in evaluation of staffing needs and assist in coordination of recruitment processes including drafting and posting Vacancy Notices, screening applications, preparing interview protocols, administering tests, conducting reference checks, preparing job offers, and managing recruitment mailbox.
  • Coordinate pre-employment activities such as preparing Entry on Duty documentation, coordinating medical exams, insurance enrollment, induction sessions, and security briefings.
  • Perform assigned roles in the organizational HR system ensuring data accuracy, verifying eligibility for allowances and benefits, monitoring contractual situations, and generating reports and personnel actions.
  • Monitor attendance and leave administration, generate and analyze leave reports, respond to leave-related inquiries, and guide staff on procedures.
  • Carry out and monitor HR actions including separation, classification/reclassification, promotion, disciplinary cases, coordinating with relevant offices as appropriate.
  • Prepare and submit reports on personnel matters, draft routine correspondence, and maintain systematic archiving of HR documents.
  • Serve as focal point for consultancy, non-staff contracts, and internship processes, providing guidance and coordinating HR actions.
  • Coordinate and maintain HR-related organizational and workforce information for Global MHD ensuring accuracy and timely updates.
  • Provide HR and administrative support to MHD-specific workforce and credentialing processes including physician stamp administration and monitoring professional licenses.
  • Serve as HR focal point for all MHD positions within GSSC and coordinate related HR actions.
  • Monitor compliance with performance evaluation process and provide technical guidance.
  • Support coordination of staff development, capacity-building, and e-learning activities in collaboration with Global and Regional Health Assessment Programme teams.
  • Provide information to staff on entitlements and responsibilities, respond to inquiries, and refer sensitive cases appropriately.
  • Identify areas for improvement in HR procedures and provide inputs for adaptation.
  • Assist in analyzing and resolving sensitive cases by preparing summaries and sharing best practices.
  • Participate in inter-agency HR related working groups as assigned.
  • Provide guidance, training, and coordinate work of new/junior staff in the unit.
  • Perform other relevant duties as assigned.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with four (4) years of relevant professional experience.
  • High School diploma with six (6) years of relevant experience.
  • Experience in recruitment, personnel administration, contract management, and HR service delivery.
  • Experience interpreting and applying HR policies, rules, regulations, and procedures.
  • Experience working with HR information systems and preparing HR reports and related documentation.
  • Experience providing HR guidance and support to managers and staff.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
  • Knowledge of HR policies, procedures and best practices.
  • Proficiency in Microsoft Office applications and HR information systems.
  • Strong analytical, organisational, and problem-solving skills.
  • Ability to communicate effectively and provide guidance to managers, staff, and stakeholders.
  • Ability to manage multiple priorities and work effectively in a multicultural environment.
