The Senior IP & Grants Compliance Associate provides administrative and financial support to programmes implemented through partners and grants recipient entities. The role involves assessment, monitoring, financial tracking, and compliance verification to ensure effective program implementation and adherence to donor requirements.

Responsibilities

  • Support National IP & Grants Compliance Officer in conducting assessment of entities and non-governmental organizations in terms of capacity, governance, procurement, accounting, treasury and HR systems to ascertain eligibility to partner with IOM in program implementation.
  • Conduct field visits and duty travel to Implementing Partners’ (IP) offices and areas of operations, documenting relevant programmatic, governance and internal control observations and reporting them to the supervisor.
  • Assist in reviewing project and budget proposals of entities and non-governmental organizations, checking the reasonableness of budget line items and whether unit costs reflect prevailing market rates.
  • Maintain a filing system for Memoranda of Understanding (MoUs), Project Implementation Agreements or Service Agreements, and corresponding approved IP budgets.
  • Support National IP & Grants Compliance Officer in monitoring IPs/GREs in the development of financial tracking systems so that projects are realistically costed and are supported by feasible financial implementation plans.
  • Assist National IP & Grants Compliance Officer in tracking IPs’/GREs’ actual expenditure against budget and cash flow projections, reviewing variances and fluctuations, and reporting observations.
  • Support National IP & Grants Compliance Officer in serving as a finance focal point between IOM and partner organizations in terms of internally expediting and externally communicating bank transfers with respect to grant agreements.
  • Assist in maintaining accurate and timely financial tracking tools, monitoring fund flow and preparing reports to support the financial and program management needs of the organization and the donors.
  • Perform detailed review and verification of IPs’/GREs’ project financial reports according to work programmes, checking for accuracy and consistency, eligibility of expenditures, authenticity and sufficiency of supporting documents, and providing necessary feedback to the IPs/GREs on findings and recommendations.
  • Following provision of the agreement with the IPs/GREs, review procurement transactions carried out by IPs/GREs in accordance with IOM procurement rules and regulations as well as with the mission’s procurement permanent instructions.
  • Provide ad hoc translation of documents from Arabic/Turkish to English.
  • Perform such other duties as may be assigned.

Requirements

  • High school diploma with six years of relevant experience; or, Bachelor's degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
  • Attention to detail, ability to organize paperwork in a methodical way.
  • Discreet, details and clients-oriented, patient and willingness to learn new things.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Knowledge of financial rules, grant compliance procedures, and donor reporting requirements.
  • Strong analytical and documentation review skills with attention to detail.
  • Fluency in Turkish and English (oral and written) is required.
