The Programme Officer (RRR-Coordination) supports and coordinates the Rehabilitation, Reconciliation & Reintegration team within the Peace, Recovery and Solutions Division. The role facilitates coordination across sub-units, consolidates data and reports, develops tools and guidance, and supports planning and monitoring activities related to the return and reintegration of Iraqi nationals from north east Syria.

Responsibilities

  • Support the coordination and day-to-day management of IOM’s Rehabilitation, Reconciliation & Reintegration (RRR) and Durable Solutions portfolios, working closely with relevant technical leads across the Peace, Recovery and Solutions Division.
  • Facilitate information exchange and collaboration between sub-units—including CCCM, case management, community engagement, social cohesion, tribal engagement, and Prevention of Violent Extremism (PVE)—to coordinate a cohesive and timely response to Government of Iraq (GoI) priorities.
  • Consolidate and analyze data, reports and inputs from multiple teams to prepare internal updates, donor briefs, and strategic overviews related to the return and reintegration of Iraqi nationals from north east Syria and solutions pathways for Displacement-Affected Communities.
  • Develop tools, guidance and process documentation that enhance the effectiveness and consistency of programming and coordination across technical teams, including the integration of tracking and monitoring systems across the RRR and Durable Solutions (DS) workstreams.
  • Contribute to planning and follow-up of coordination meetings with government counterparts, UN partners and internal stakeholders.
  • Undertake field visits, as needed, to monitor implementation, identify and address inconsistencies, gather qualitative insights, and feed into programmatic learning and reporting efforts.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Peace and Conflict, Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in programme management, implementation and project development.
  • Experience in coordination of various projects implemented in parallel and quality assurance of programme implementation.
  • Experience in liaising with government authorities and other national/international institutions.
  • Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles.
  • Experience with UN and International Agencies, international or local Non-governmental Organizations (NGOs) preferred.
  • Work experience in the Middle East and North Africa (MENA) Region is desirable.
  • Knowledge of UN/IOM’s regulations, policies and procedures.
  • Knowledge of project budgeting and financial management.
  • Sound writing, communication and negotiation skills.
  • Excellent organization skills, analytical and creative thinking.
  • Fluency in English (oral and written) is required.
  • Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
