See your match score & applyThe consultant will conduct the final external evaluation of the project "Supporting Lesotho in Trafficking in Persons (TIP) Prevention and Protection" implemented from 2023 to 2026. The evaluation aims to assess the project's performance, results, and contribution to strengthening Lesotho's national response to trafficking in persons, focusing on institutional capacity, coordination, victim protection, and sustainability.
Responsibilities
- Submit an inception report detailing evaluation design, methodology, sampling strategy, evaluation matrix aligned to OECD-DAC criteria, data sources, analysis methods, data collection tools, workplan, timeline, and risk mitigation measures.
- Develop and submit all data collection tools including Key Informant Interview guides, Focus Group Discussion guides, survey tools, and informed consent forms.
- Submit a draft evaluation report using IOM template including executive summary, methodology description, findings structured by OECD-DAC criteria, evidence-based analysis, and preliminary conclusions and recommendations.
- Submit a final evaluation report and evaluation brief incorporating comments from IOM and stakeholders.
- Provide a draft management response matrix capturing recommendations, responsible entities, priority levels, and indicative timeframes.
- Ensure all deliverables meet IOM approval for final payment.
Requirements
- Advanced university degree (Master’s degree or above) in a relevant field such as monitoring and evaluation, development studies, population or migration studies, international relations, law, statistics, social science research, or another related discipline.
- If applying as a team, all team members should demonstrate qualifications relevant to their proposed roles.
- Experience in conducting both theory-based evaluations and outcome harvesting.
- Minimum of 10 years of relevant professional experience in a development context, such as with international organizations, INGOs, academia, or similar institutions in Africa.
- Proven previous working experience in conducting project evaluations, or related studies, assessments or reviews in related areas, preferably in the Southern Africa region.
- Specific experience in evaluating counter-trafficking projects or other related projects is a strong asset.
- Experience of working with vulnerable communities and on politically sensitive topics.
- Working experience with senior officials within government, intergovernmental and non-governmental organizations.
- Good knowledge of migration concepts, frameworks and instruments, especially those related to trafficking in persons, is an asset.
- Full computer literacy, including familiarity with research tools.
- Proven capacity to coordinate all administrative and logistical aspects of evaluation missions.
