The Chief Migration Health Officer is responsible for the development, implementation, and management of the Health Assessment and other health Programmes in the Country Office. This includes overseeing clinical and operational aspects of migration health assessments, ensuring quality and compliance with standards, managing staff and resources, and liaising with government and health institutions.

Responsibilities

  • Organize and supervise the migration health assessment process to fulfil the technical requirements of the resettlement countries in medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment and referrals, pre-departure procedures, travel health assistance, post-arrival care and follow-up, documentation, certification, and information transmission.
  • Ensure that the infrastructure and equipment of the Migration Health Assessment Programme premises meet professional standards of quality and safety and are sufficient and adequate for the provision of the services.
  • Ensure that human resources and organizational structures are sufficient and adequate for planned levels of health assessments and that staff have necessary qualifications and skills, including establishing and maintaining a network of external human resources such as consultants and medical escorts.
  • Oversee establishment and maintenance of efficient, client-centered procedures ensuring high integrity at all stages of the health assessment process including client information, appointment system, payment, registration, counselling, examination, testing, treatment, referrals, submission of results, pre-departure and other procedures, and client feedback system.
  • Oversee establishment and maintenance of quality improvement activities for each service area including practice observation, supervisory visits, desk audits, self-assessment tools, data analysis, and implementation of global and country-specific SOPs and incident management.
  • Incorporate additional public health interventions such as communicable disease surveillance, outbreak preparedness and response, health education and promotion, public health services for host communities, and liaison with public health institutions.
  • Ensure regulatory government authorities are informed about IOM’s health activities and that medical facilities have required approvals.
  • Supervise clinical and non-clinical staff and external consultants involved in health assessment process; ensure timely performance evaluations and adherence to IOM Standards of Conduct; report misconduct as necessary.
  • Establish staff development strategy and implement professional in-house trainings.
  • Liaise with external service providers to negotiate agreements and exercise quality control over outsourced services.
  • Oversee and coordinate procurement of medical equipment, vaccines, medications, and other medical supplies.
  • Organize and supervise activities of mobile medical teams if applicable.
  • Maintain confidentiality and security of migration health data according to IOM Data Protection Principles.
  • Organize systematic collection, processing, and analysis of migration health data ensuring data quality and provide periodic and ad hoc reporting.
  • Oversee financial aspects of health programmes including budget preparation, monitoring, adjustments, cost-effective solutions, and review of financial reports.
  • Review regular reports on patient caseload, resource use, and compliance to optimize clinic operations and enhance service delivery.
  • Facilitate integration of health assessment activities into overall migration-related programming through collaboration with various units.
  • Advise IOM units on links between Health Assessment Programme and other core Migration Health Division programme areas.
  • Perform other duties as assigned.

Requirements

  • University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology; and a minimum of seven years of relevant professional experience, of which at least three years including managerial responsibilities; or, University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience of which at least three years including managerial responsibilities.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Professional continuous clinical experience, preferably in a multidisciplinary hospital setting or at an IOM/similar international clinic context.
  • Experience in Migration Health Assessments.
  • Demonstrated progressive experience in health programme management.
  • Experience in project development, management and report writing.
  • Proven abilities to establish partnerships with government institutions, health institutions and other partners.
  • Knowledge of public health.
  • Demonstrable knowledge of patient safety and infection prevention and control.
  • Experience in migration health emergency response is an asset.
  • Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of paediatrics, pulmonology, or emergency medicine is an advantage.
  • Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of internal medicine is an advantage.
  • Proven expertise and/or specialization in public health, health care administration, or healthcare management is an advantage.
  • Effective clinical, technical, managerial, and leadership skills.
  • Strong Organizational skills.
  • Strong communication skills.
  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
