The IMF Fiscal Affairs Department is seeking a resident macro-fiscal advisor in Nouakchott, Mauritania. The advisor will provide capacity development support to the Ministry of Finance, focusing on macro-fiscal forecasting, modelling, fiscal risk analysis, and policy analysis, and will coordinate with IMF headquarters and development partners.

Responsibilities

  • Provide capacity development support to staff of the Ministry of Finance, particularly the Macro-Fiscal Unit.
  • Provide hands-on support and training to strengthen macro-fiscal forecasting and modelling, fiscal risk analysis, and integration of macro-fiscal analysis into budget preparation and fiscal policy.
  • Support improvements in macro-fiscal reporting and communication.
  • Work proactively with MFU staff and other relevant counterparts to identify capacity development needs and priorities.
  • Assist in coordinating and supporting complementary activities by short-term experts.
  • Coordinate, as appropriate, with development partners in Mauritania.
  • Report to FAD staff in Washington, DC, who will provide ongoing guidance and support.

Requirements

  • University degree or equivalent (at least master's level), preferably in economics or finance.
  • At least four years of relevant professional experience.
  • Preference for candidates with extensive practical experience (at least 10 years) in capacity development and/or macro-fiscal analysis in finance ministries, central banks, or international institutions.
  • Strong expertise in macro-fiscal forecasting, modelling, and analysis.
  • Good understanding of fiscal frameworks and their links to budget preparation and fiscal policy.
  • Excellent interpersonal and communication skills.
  • Strong analytical, policy, and research skills.
  • Ability to transfer technical knowledge, build and maintain effective relationships, and work collaboratively.
  • Strong oral and written French communication skills are required.
