Gender and Local Community Specialist

The Gender and Local Community Specialist will provide technical and operational support to the FAO project team in compiling, organizing, and documenting information related to gender equality, social inclusion, and community livelihoods for the GEF Project Preparation Grant in inland water fisheries management areas. The role involves conducting gender analysis, developing gender strategies and action plans, and supporting livelihood-related project components.

Responsibilities

• Conduct a gender analysis relevant to the project’s circumstances and targets based on literature review and gender-specific stakeholder consultations.
• Support the compilation and organization of literature review, background information, and reference materials related to gender equality and social inclusion in project landscapes.
• Assist in developing a gender strategy for the project ensuring equal benefits for women, men, youth and all relevant social groups.
• Operationalize the gender strategy through a detailed gender action plan integrated into the project’s results framework and budget.
• Support the preparation, formatting, and consolidation of draft gender-related documents including the Gender Action Plan, results framework, activity plans, and budget.
• Compile and organize baseline information related to community livelihoods in the target landscapes.
• Support the consolidation of technical inputs and supporting documentation for livelihood-related project activities.
• Organize project files, consultation records, meeting materials, and other supporting documentation related to gender and livelihood components.
• Perform other related technical and operational support tasks as assigned by the supervisor.

Requirements

• Master’s or equivalent degree in Social Sciences, Business Administration, Marketing, Agriculture, Environmental Economics or a related field
• At least 5 years of experience working on gender and livelihood development – preferably in a relevant sector such as fisheries, agriculture or forestry, etc.
• Working knowledge (Level C) of English and Bahasa Indonesia.
• Nationals of Indonesia or resident of the country with a valid work permit.
• Experience in preparing gender action plan and integrating gender considerations into the project design
• Experience in conducting gender analysis, socioeconomic and stakeholder consultation
• Familiarity with FAO and GEF Environmental and Social Safeguards is an asset
• Excellent analytical, report-writing, facilitation and communication skills
• Strong computer skills, including proficiency in Microsoft office application
• Experience in working with government agencies, NGOs, local communities, Indigenous Peoples, and development partners.
• Experience in supporting GEF or other internationally funded project preparation is desirable.
• Demonstrate ability to produce high-quality analytical reports within the agreed timelines.
• Strong facilitation, communication, analytical and computer skills.
