Head of Programme

The Head of Programme (HoP) for Türkiye leads the strategic development and implementation of DRC's country programme, overseeing programme quality, fundraising, donor engagement, and partnership management. The HoP manages programme staff, ensures adherence to policies, and represents DRC in donor and partner engagements, focusing on protection and livelihoods programming in Türkiye.

Responsibilities

• Drive the strategic processes around the Country Programme Plan in line with DRC’s global strategy and contextual developments.
• Oversee conceptualisation and development of programmes, fundraising, and donor engagement.
• Ensure programmatic quality and provide oversight of grants, monitoring implementation progress, budget utilisation, risks, and compliance.
• Lead the Programme Department’s implementation of DRC Türkiye’s protection portfolio.
• Manage programme staff and ensure quality standards through MEAL processes and cross-cutting issues.
• Engage with partners, civil society, and donors to represent DRC’s views and priorities and promote localisation.
• Ensure adherence to policies and systems and plan advocacy engagement.
• Identify key developments and trends and position DRC to address these efficiently.
• Ensure emergency preparedness plan is updated and facilitate emergency assessments and responses.
• Provide oversight on programme design, quality assurance, and principled programming.
• Maintain strategic oversight of programme and grant performance and partnership implementation.
• Ensure effective MEAL approaches and information management adhering to data protection protocols.
• Promote dissemination of lessons learned and best practices to donors and stakeholders.
• Ensure proposals and reports align with Country Programme Plan and donor requirements.
• Ensure transparent budgeting, planning, and follow-up in compliance with policies and donor regulations.
• Represent DRC Türkiye with donors and cultivate key relationships to enhance visibility and credibility.
• Promote localisation agenda and develop partnerships with local NGOs.
• Ensure programme staff have clear goals and required capacities, providing support and coaching.
• Plan and manage technical consultants’ scopes of work and contracts.
• Lead by example regarding values and standards.
• Perform other duties as requested by the Country Director.

Requirements

• University degree in International Development, Humanitarian Assistance, Project Management, or related field.
• Minimum 7 years of progressively responsible experience in programme management, leadership, and design in countries of conflict or post-conflict.
• Minimum 4 years of experience in people management.
• Proven leadership and management skills and a clear management vision, including senior management team engagement.
• Demonstrated experience in conceptualisation, proposal development, budget development, programme implementation, monitoring and evaluation, and grants management.
• High level of knowledge of protection and livelihoods programming.
• Proven experience coordinating with national governments, international and national NGO partners, and institutional donors.
• Proven experience working in Türkiye or comparable contexts.
• Previous experience in organisations comparable to DRC.
• Proven experience managing integrated programmes and capacity-building.
• Strong interpersonal and communication skills.
• Strong representation skills.
• High level of professional proficiency in written and spoken English.
• Proficiency in Turkish and/or Arabic is an added value.
